The rate at which future net benefits (and costs) are discounted to calculate the present value. In a CBA this is called discount rate and the choice of discount rate has a large impact on the result of the CBA. The discount rate used in a CBA is different from the market rate of interest and instead adjusted to reflect society’s preferences. It is typically much lower than the market rate of interst used by private investors.
