Operating windows is a term borrowed from engineering and are defined as limits for a critical factor, above or below which failure of a machine or process occurs. High Level Operating Windows (HLOWs) were developed by the European HOMBRE project to provide overarching relevant information to stakeholders and support them in taking decisions.
