The United States Environmental Protection Agency has formalised a process of setting data quality objectives, comprising seven stages: defining the problem being considered, defining the decision to be taken, defining the information needed to provide a rationale for the decision, describing the temporal and spatial boundaries for the dataset, deciding the decision rule, specifying the limits of acceptable error of data, optimising the design for collecting the data
